The EPA/HUD Renovation, Repair and Painting (RRP) program is intended for contractors performing renovation, remodeling, maintenance, or painting work that may disturb lead-based paint as part of another project. For example, painters, remodelers, carpenters, electricians, plumbers, flooring installers, and window replacement contractors working in pre-1978 homes typically need RRP certification because their goal is to complete a renovation, not permanently eliminate lead hazards. Lead Abatement is performed specifically to permanently eliminate lead-based paint hazards. These projects are often required through lead hazard control programs, public health initiatives, real estate transactions, or regulatory orders and require licensing through the Ohio Department of Health.
This five-day initial course prepares students seeking to become licensed Ohio Lead Abatement Contractors. Through classroom instruction and hands-on training, you'll learn lead hazard regulations, project planning, containment, personal protective equipment (PPE), engineering controls, waste handling, clearance requirements, documentation, and the responsibilities of managing lead abatement projects safely and in compliance with state and federal regulations.
Students who successfully complete the course and pass the course examination will receive a course completion certificate, making them eligible to schedule the Ohio Lead Abatement Contractor licensing examination. Passing the state licensing exam is required before becoming a licensed Lead Abatement Contractor in Ohio.

Both Lead Abatement Contractors and Lead Abatement Workers are licensed by the Ohio Department of Health and play important roles in permanently eliminating lead hazards. The primary difference is responsibility.
A Lead Abatement Worker performs lead abatement activities under the supervision of a licensed Lead Abatement Contractor. Workers are responsible for safely completing the work in accordance with approved procedures and regulations.

DO I NEED A EPA/HUD RRP CERTIFICATION IF I’M A LICENSED LEAD ABATEMENT CONTRACTOR?
It depends on the type of work you're performing.
A licensed Ohio Lead Abatement Contractor does not need EPA/HUD RRP certification to perform lead abatement projects. Lead abatement is a separate licensing program regulated by the Ohio Department of Health and is specifically intended to permanently eliminate lead-based paint hazards.
However, if your business also performs renovation, repair, remodeling, maintenance, or painting work covered by the EPA's Renovation, Repair and Painting (RRP) Rule, your firm must also comply with the federal RRP requirements. In other words, many companies hold both Ohio Lead Abatement licensing and EPA/HUD RRP certification because they perform both types of work.
A simple way to remember it is:
Lead Abatement = The project is intended to permanently eliminate lead hazards.
EPA/HUD RRP = The project is a renovation, repair, or painting job that happens to disturb lead-based paint.
If your company performs both types of projects, you'll likely need both credentials to remain compliant with state and federal requirements.
